Austrian National Resource Center for Guidance (NRCG)

The Austrian NRCG was founded in 1997.
It is located in the LEONARDO DA VINCI National Coordination Unit, part of the Austrian Academic Exchange Service, founded and co-financed by the Federal Ministry for Education, the Ministry for Science and Transport as well as the Ministry for Agriculture and Forestry.

National and International Activities

The activities of the NRCG aim at developing an European dimension within the national system of educational and vocational guidance counselling.

The main tasks of the NRCG are:

  • Collecting, providing and dissemination of European and national information concerning:
  • education and vocational training as well as career possibilities
  • guidance counselling
  • the legal framework of professional mobility
  • the community initiatives and programmes within the EU/EEA countries in the field of education and vocational training.
  • Support for the transfer of information concerning the educational and vocational training systems and educational and vocational guidance counselling in the EU/EEA countries.
  • Promotion of the co-operation between the different players in the field of vocational guidance in national and European context.
  • Consultant for LEONARDO projects in the field of educational and vocational guidance counselling.
  • Partner in the European NRCG network

The work of the NRCG is carried out in close co-operation with the LEONARDO DA VINCI NCU.

Cyprus Productivity Centre – Nicosia, Cyprus

Cyprus (47080 bytes)The Cyprus Productivity Centre was established in 1963 and its main objective is productivity improvement. Towards this end, the CPC offers through the component of Management Development, Public Administration, Vocational Training and Mediterranean Institute of Management the following services:
a) Training in all functions of management.
b) Industrial Supervisory Training.
c) Consultancy services on management and technical issues.
d) Research in various fields of management.
e) Ab-initio and up-grading vocational training.

The Management Development Component aims to develop the managerial and supervisory capability in the private sector by organizing up-grading and ab-initio training programs and undertaking consultancy and research projects mainly in the specializations of General Management, Marketing Management, Production Management, Personnel Management and Management Information Systems.

The Mediterranean Institute of Management (MIM), which is the international component of the Cyprus Productivity Centre, was established in 1976 by decision of the Council of Ministers and offers Management Training and Consultancy and Research Services to countries of the Mediterranean Region, developing countries of the Commonwealth, as well as Eastern European countries.

The main activities of the MIM include:
a) The Post-Graduate Management Diploma Program, taught in English and directed towards Cypriot and foreign university graduates, and the Post-Graduate Program in Management and Public Administration, taught in Greek and directed only towards Cypriot graduates. Both Programs are organised annually and their objective is to train the participants in the duties either of Assistant General Manager or Functional Manager. The MIM Diploma is recognised by the Cyprus Government as a Post-Graduate qualification in Management Studies of one academic year’s duration for employment purposes in the Public Service.
b) The organisation of seminars in all functions of management, aiming at meeting the specific needs of private and public overseas organisations.

R.U.E. - Rådet for Uddannelses og Erhvervsvejledning

Rådet for Uddannelses og Erhvervsvejledning is the name of the Danish National Council for Educational and Vocational Guidance. The Council was established in 1981 as a result of a revised Act on Educational and Vocational Guidance. The Council was set up for the purpose of contributing to the development and coordination of guidance activities, and in order to draw up proposals on matters relating to guidance. The Council is responsible for the co-ordination, production and dissemination of guidance material for counsellors and clients (students, jobseekers etc).

The Council follows research in the field of guidance closely, both nationally and internationally. Since 1995 the International Division of R.U.E. has been the National Resource Centre for Guidance in the Leonardo network of Resource Centres and as such maintains close links with Centres in all the Member States of the EU and of the EEA countries. There are 3 staff members in the Ressource Centre, one person on a full time basis and two persons on a part time basis.

Centre for International Mobility - CIMO

CIMO is a service organisation whose expertise is geared to promoting cross-cultural communication in education, training, and at work, with particular emphasis on young people and employees in government organisations.

CIMO co-ordinates and implements scholarship- and exchange programmes and actively supports the internationalisation of education through the provision of information and advisory services and a range of communications activities. To achieve its objectives, CIMO works closely with universities and other educational institutions, job centres and government offices. CIMO also has close links with numerous other organisations as well as an extensive international network of partners.

Centre d’Information Internationale de Lyon

Created in 1992, the Centre d’Information Internationale (CII) is the only centre in France entirely devoted to transnational information about education, vocational training and transition to working life.

CII is located in Lyons, France’s second largest city with 1.2 million inhabitants. It is a public organisation set up by the Ministry of Education’s local authority. The services - totally free of charge - are dedicated to the general public. The staff members are Jean BARRAUD - guidance counsellor and centre manager, Elisabeth GROS - counsellor, Béatrice VEGA - documentalist, Patricia HUVET and Josiane MIEZE - secretaries.

CII’s main activity is direct information of the local public - mainly higher education students together with adults and some upper secondary pupils. The clients ask questions about studies and training abroad and some of them look for work experience or job opportunities. A majority ask questions about European countries, but a substantial minority are interested in the USA or Canada, or both Europe and America. In 1996, the centre received nearly 1,300 clients and answered a roughly equivalent number of telephone questions.

CII is also a member of the European network of National Guidance Resource Centres within the Leonardo da Vinci program. As a member of that network, it is responsible for informing all French people interested in Nordic countries and the Netherlands, as well as people of these countries interested in France.

Apart from being the French partner in ESTIA, CII coordinates two European projects :

  • ARSENAL, a pilot project set up program with Germany and Italy within the Leonardo da Vinci program, aims at providing young people with work experience placements in the partner countries.
  • The European Handbook for Guidance Counsellors. On behalf of the European Commission, CII is in charge of implementing a new edition of this handbook, first issued in 1994.

Europäisches Berufsberatungszentrum

The federal institution for labour in Germany has developed a network of vocational guidance and careers services dealing with information about Further Education and Higher Education in the countries affiliated to the EU. These European careers services are located in the local employment offices alongside the public vocational guidance services. Usually they are specialized on one or two European countries.
In this connection, our office is charge of answering all enqiries from German nationals related to the educational system in the United Kingdom and Ireland. You can find our office in the northwest of Germany - in Bremen.

The Icelandic National Centre for Vocational Guidance

iceland.jpg (20132 bytes)The Icelandic National Resource Centre for Vocational Guidance (NRCVG) was established in 1996 and forms one part of the Research Liaison Office at the University of Iceland. The NRCVG supports trans national mobility and the European dimension in education and training through the provision of information on education and training opportunities in EU and EEA countries.

The centre collects, produces and disseminates quality information about education and training opportunities in EU/EEA countries for the local target group of young people and professional counsellors. It likewise provides guidance counsellors and the staff of other European Resource Centres with information on vocational education and the vocational training system in Iceland.

The NRCVG in Iceland has been active in introducing, enhancing and developing the use of information technology in guidance and acknowledging the skills needed for counsellors and students in the information society.

Participation in appropriate information events and training seminars at national and trans national level is an important function of the NRCVG as well as participation in a variety of projects locally and with other Resource Centres as in the ESTIA project.

National Centre for guidance in education (NCGE)

The NCGE was set up by the Irish Department of Education in 1995. Broadly, our role is to develop guidance services and provide support to guidance practitioners in education in Ireland. We also promote the European dimension of education, training and guidance through practical information and contacts and through collaboration in guidance projects including ESTIA.

The NCGE is one of two Irish National Resource Centres in the LEONARDO network of Resource Centres, and as such maintains close links with Centres in all the Member States of the EU. It is also developing links with Centres in the EEA countries.

Our client group includes guidance counsellors in second level schools; teaching counsellors in primary schools (pilot project); careers and appointments officers in third level education; guidance practitioners working with adults in education; guidance practitioners working in non-formal guidance areas.

Centro Risorse Europeo per l’Orientamento

CRpic.jpg (19387 bytes)Centro Risorse Europeo per l’Orientamento is the name of one of the two Italian National Resource Centres for Guidance (NRCG).

Promoted by the Ministry of Labour and co-ordinated by the Emilia-Romagna regional government the Italian National Resource Centre for Guidance was set up in 1993 with the aim of promoting a European Dimension of Guidance, Vocational Training and the Labour Market. The Centre is managed by ASTER (Emilia-Romagna Technological Development Agency).

The activities carried out primarily refer to the planning and implementation of printed matter, databases and multimedia products designed to facilitate youth mobility in Europe and the dissemination of such information at national and transnational level by way of seminars, newsletters and other channels of information.

Centro Risorse Europeo per l’Orientamento is also very active in studying guidance methodologies and adapting them to national needs and in promoting and facilitating "net-working" between the various services operating in the field of guidance.

At national level the NRCG covers the territory thanks to its Dissemination Network set up in 1995 which comprises one or more career guidance services in each Region.

At transnational level work is carried out through project partnerships with the NRCGs of the European Network and with other relevant organisations in each Member State.

The Educational Documentation Library (1997-1999)

The Educational Documentation Library (Biblioteca di Documentazione Pedagogica - BDP) is an Institution aiming at the collection, preservation and diffusion - also through information and communication technology - of educational documentation.
It has been established since 1974 and has administrative autonomy, controlled by the Ministry of Education.

The BDP provides information services for schools, by producing and offering data bases, other documentation and information tools on the Internet, by making easier the access to information and documentation materials offered by other agencies.
The BDP's documentation centre system is available on-line to school users. The BDP aims at providing tools and competences in order to collect and organize all information for and from the school system.

Centro Risorse Europeo per l’Orientamento (From 2000)

Founded by Fondazione Idis –Città della scienza-SpaziOrienta is addressed to educational and training system, to regions, local organisations and to the citizen.

Since 1999, according to the Dg culture and Education of the Ministery of Education, SpaziOrienta is an European Resources Center for Vocational Guidance.

It’s one of the 36 centers created by Leonardo-an European Commission Programme – whose main purpose is to search and to give all the information about vocational guidance system and about the equalization of different qualifications.

It focuses attention in education and guidance giving information on study, training, specific skills and jobsmarket.

The activities carried out primarily refer to the planning and the selection of information with the aim of disseminating such information at national and transnational level by way of seminars, newsletters, and other channels of information.

It can be considered as a service which promotes the European mobility of young people, students and guidance operators, a tecno-structure providing education and training programmes to regions and local offices, a Forum for cooperation between organisations offering guidance services.

Moreover, Spaziorienta is one of the 59 local relays of Eurodesk . – the European Network implemented in Italy in according to the contract stipulated with the European commission DG EAC. It deals with an information service on European programs aimed at young people but also as counselling service for the new Youth program.

National Resource Centre for Vocational Guidance of Latvia

latvia.gif (32558 bytes)National Resource Centre for Vocational Guidance of Latvia (NRCVG of Latvia) was established in November 2000 within the state non-profit organisation "Agency for Vocational Education Development Programmes" which operates under a supervision of the Ministry of Education and Science of the Republic of Latvia.

The aim of the NRCVG of Latvia is to provide a regular information exchange with vocational guidance institutions and other NRCVGs in Europe about educational system, vocational qualifications and labour market in Latvia as well as make available for Latvian inhabitants the same information about the EU, EEA member states and associated CEE countries.

The specific objective of the NRCVG of Latvia is to assist in the further development and improvement of guidance and counselling services in Latvia by:

  • Developing information resources (publications, database, CD-ROM, website etc.) to be used by guidance practitioners and end users at national and international level;
  • Improving the mobility in the field of education and vocational training by providing information on education and training opportunities in Latvia and in the various network member states;
  • Continuing the information exchange among the NRCVG of Latvia and NRCVGs in partner countries (Euroguidance Network);

Euroguidance Norway, Norway

The Euroguidance Norway offers up to date information on proffessions, training, exchange programmes and education in all EU and EEA countries. Our national target groups are foremost Norwegian guidance councellors within the Labour Market Administration and the educational sector. CENOR - National Resource Centre for Vocational Guidance, PORTUGAL

CENOR is Portugal's National Resource Centre for Vocational Guidance established within the Department of Secondary Education of the Ministry of Education. It is part of a transnational network (Euroguidance) under the Leonardo da Vinci Programme.

CENOR aims to provide information concerning education and training opportunities, career paths, guidance systems and European mobility. Therefore, our main goal is the promotion of the European dimension in education and training.

Our target group include children of migrant workers, junior school pupils, secondary school students, higher education students, teachers, young people in transition, youth organisations and guidance practitioners.

CENOR also takes part in different projects, including ESTIA.

Romanian National Resource Centre for Vocational Guidance

romania.jpg (18400 bytes)The Romanian National Resource Centre for Vocational Guidance (NRCVG-Ro) is part of the Euroguidance network for vocational guidance. 

NRCVG Romania was created through the Decision no.3703/April 29, 1999 of the Ministry of National Education (MNE), in accordance with the National Plan for Accession to the European Union and to the national needs in the field of professional insertion and training. NRCVG Romania is functioning, for the beginning, as affiliated to the National Observatory - Romania (operational structure of the European Training Foundation) and the Institute of Educational Sciences is hosting it.

The activity of NRCVG Romania is monitored by the Administrative Council of Romanian National Observatory (composed by officials from the Ministry of National Education, Ministry of Labour and Social Protection, European Integration Department of the Romanian Government, the National Commission for Statistics, the Romanian Chamber for Industry and Trade) and by the European Integration Department from the M.N.E.

The main objectives of NRCVG-Ro’ activity are as follows:

  • To provide relevant information and to facilitate the access of the interested public at data about education and training opportunities, both at national level and the Euro 18 and associated countries.
  • To promote and support the trans-national professional mobility and the European dimension of education and vocational training.
  • To promote the assimilation of the European norms and standards on vocational guidance in Romania (validation of qualifications).
  • To synchronise centre's activity with that of the institutions, programs, offices and agencies acting in the field of vocational guidance, training and counselling at national level.
  • To work together with other organisations active in the field for establishing standards of good practice in vocational guidance, adequate to the Romanian context.

In the Romanian NRCVG are working three people on a full-time basis and two collaborators.

Slovak Academic Association for International Co-operation (SAAIC)

nrcvg_sk.gif (31725 bytes)Slovak Academic Association for International Co-operation (SAAIC) was established 1992 as a non-governmental, non-profit organisation. The mission of the Association is to foster and co-ordinate programmes on international co-operation of the Slovak higher education and other institutions mainly with the European Union countries in the framework of the educational and other programmes.

Association gains financial means on the basis of contractual relations with the Ministry of Education of the Slovak Republic, European Commission and other national and international organisations. Corporate bodies and natural persons who agree with the Statutes of the Association and support its mission and objectives, can be members of the Association.

SAAIC is since 1998 established as the Slovak Resource Centre for Vocational Guidance and member of the Euro-guidance network.

The main tasks of the NRCG are:
- Support for the transfer of information concerning the educational and vocational training systems and educational and vocational guidance counselling in the EU/EEA countries.
- Promotion of the co-operation between the different players in the field of vocational guidance in national and European context.

SOL - Swiss Occidental Leonardo

SOL is the Swiss national information centre for the Leonardo da Vinci programme. Its main tasks are the promotion of the programme in Switzerland as well as the assistance to organizations interested in participating to one of its measures.

SOL is also acting as the regional office for the implementation of the Leonardo programme in Western Switzerland. Thanks to its privileged access to western Swiss networks of universities, training centres and SME’s, SOL is involved as a partner in various pilot and mobility projects.

Simultaneously, the association has been carrying out trainee placement activities since 1992, thus making it possible for hundreds of young Swiss and Europeans to lead a first professional experience abroad.

SOL is a private, non-profit making association, financed by the Swiss Ministry of Education and Science, as well as by the public economy departments of Western Switzerland.

Infoteket Lindholmen - Göteborg (1995-2000)

Infoteket is the name of a vocational and educational information centre. Our aim is to collect and coordinate all information about professions, education and the labour market. The purpose is to make it more easy for people to find information by themselves, or with help from the counsellors, getting answers to questions related to professions, education and labourmarket.

We are six persons working at Infoteket: One coordinator, four study and career counsellors and one assistant.

The centre is organized and financed by the County Labour Board of Västra Götalands län and the Education Committee of Göteborg.

Centre for LifeLong Learning - C3L (1995-1998)

Specialises in qualified vocational education on all levels from basic education to University. Uses modern information technology and new methods for teaching - like videoconferencing and distance learning.

Careers Europe

ceu.jpg (20368 bytes) Careers Europe is now established as the UK Resource Centre for International Careers. In this role it is rapidly becoming Britain's leading authority on working, studying and training in the European Union.

Careers Europe is also the UK National Resource Centre in the LEONARDO network of Resource Centres, and as such maintains close links with Centres in all the Member States of the EU. It is also developing links with Centres in the EEA countries.

Careers Europe services an extensive user network in the UK. This network comprises Careers Services, Universities, Colleges an Schools. Other guidance and advice services are also members, as are increasing numbers of information services, such as public libraries and national broadcasting companies.

We also co-operate transnationally on a variety of projects including, of course, ESTIA.
